Default screen AWOL after power cycle

I have a master switch which controls the power to all of my screens. I plugged the new Toshiba monitor into this switch and have found that it is not acting as I would like or expect.

It appears that the driver doesn't recognize the fact that the screen has come back to life. Worse, using "Detect Displays" doesn't restart the session. I have to unplug and replug the USB connector to make the screen light up.

Background: Mac Pro, OSX 10.5.8
