HDMI does not output VGA. The digital HDMI signals are TMDS signals. These are the same for HDMI and DVI, so a passive HDMI to DVI converter will turn HDMI into DVI. However there is no VGA signals so the DVI to VGA converter will not work.

This will not work, unless you have an HDMI to VGA converter, which is an active converter to convert the digital HDMI signals into analog VGA.
