The Intel driver utility and the Dell website will NOT give you the latest drivers for your machine but the latest drivers Dell decided to try and approve for that particular platform.
Intel usually gives a ZIP file of the graphics driver, without having to go through the utilities and the drivers can be assigned through the Windows Device Manager as described from the horse's mouth.

We would need to see the lag via filming from a mobile phone for instance as Microsoft is believed to have addressed the root cause of the issue, so you might see something else.
