I had the same problem initially with Mint 18 and Cinnamon. I found a video somewhere targeted at Ubuntu but it works in mint.

Add these lines to /etc/environment
CLUTTER_PAINT=disable-clipped-redraws:disable-culling
CLUTTER_VBLANK=True

I'll be honest, I have no idea what that does, but it works.
