Win10 1703 - Dual-screen dock. 1 monitor blank with Extended Desktop

With some additional testing we've been able to narrow the cause to the Intel Display driver being used on the laptop fleet. (Intel HD Graphics 620). If we uninstall the latest version of the driver from the machine, the DisplayLink 'Extended' Display works as expected (in that the desktop area extends across all 3 screens when the Dock is attached).

Bottom line is that there appears to be a compatibility issue between the current DisplayLink software and the current Intel Display software.
