That sounds like the download form is returning the webpage itself instead of handing off the actual MSI file. Since you reproduced it on two different computers, I’d lean toward an issue with the download page or server response rather than something specific to your browser.
One quick thing to check is the downloaded .htm file in a text editor. If it contains an error message, redirect, or access-denied response, that could reveal what is happening behind the scenes. Trying a different browser or private window is also worth a quick test, but it sounds like you’ve already ruled out a local machine problem fairly well. I’d also make sure you’re downloading the package from the official DisplayLink source and not a cached or outdated download page. If the 12.1 M2 package consistently returns HTML, reporting the exact page and timestamp to DisplayLink support would probably be the most useful next step. Hopefully the MSI link can be fixed or replaced with a working download without users having to hunt around for an alternative installer.
