WPCTVPRO continuosly disconnects/reconnects

Hi, I have the WPCTCPRO from Diamond Multimedia and whenever I plug in the usb dongle it just continuously disconnects and reconnects. I read the help page for this issue and tried the suggested fixes but none of them worked. I installed the diagnostic tool and have attached the results of that to this post. I noticed that the problem only occurs when the reciever unit is powered. otherwise the dongle connects, but I cannot find it in device manager. Any help with this issue is appreciated.
