Dell Latitude 7350 having problems displaying to external displays.

Heres the setup;
Targus ACP70USZ Dock
Video, Audio, & Ethernet Software for Windows 7, 8, 8.1 32/64 (v.7.7M4) – February 2015

Latitude 7350 Setup
Operating System: Windows 8.1 64x

Drivers:
Dell Latitude 7350 System BIOS
Version A05,A05

Intel HD, HD 4200/4400/4600/5000/5100/5200/5300/5500
Version 10.18.10.3960,A02

Realtek I2S Audio Codec Driver
Version 6.3.9600.116,A04

Intel Chipset Device Software Driver
Version 10.0.20,A01

Intel Management Engine Components Installer
Version 10.0.28.1006,A01

All other dock usb devices work properly, however the video projects on the external display but is a solid image and never updates. Its frozen. Performing any undocking or redocking does nothing to resolve the issue.

Any ideas?
