Windows 10 64bit Error code 43

Hello,
I am using an Asus MB169B+ monitor that is backwards compatable with 2.0 usb.
I can not get it to work on this machine, it will work on my other 2 machines that have 3.0 usb capability and plugged into a 2.0 usb port but not on this machine with no 3.0 usb.
Device manager finds 2 of the same monitor and gives me an error code of 43 for both.
I have used the cleaner to remove the display link drivers and reinstalled drivers from Asus's site.
at this point I do not know if it is an problem with not having any 3.0 usb capability on this machine or if its a display link problem.
This was the last step to completing my home build Cessna cockpit and is holding me up.

Any help much appreciated.
